    Tenant Fees Act 2019

    The Tenant Fees Act 2019 banned most fees that English landlords and letting agents could charge residential tenants — restricting permitted payments to a defined list including rent, refundable deposits (capped at 5 weeks' rent), and damages for breach of contract.

    Banned fees include: tenancy setup, referencing, credit checks, inventory, check-in/out, professional cleaning, "admin" fees, and anything else not on the permitted list. Holding deposits are allowed but capped at 1 week's rent and must be refunded within prescribed timescales. Penalties for breach: up to £5,000 first offence (Trading Standards), up to £30,000 or criminal prosecution for repeat offences. The Act extends to landlords in Wales via the Renting Homes (Fees etc.) Act 2019.
